I will agree to this with respect to images unless the change is merely a reduction of its footprint, such as when you use Photoshop to optimize the bits. In this case, it's not worth it to rename the file. That's because you're forcing everyone who has already using the image to download essentially the same one again, albeit smaller. It's obviously faster to display the bigger image that's cached than the smaller image that's downloaded.
